Democracy Center at Japanese American National Museum
Los Angeles’ Charter Reform Commission is partnering with Rewrite LA to ensure that everyday Angelenos have a direct voice in shaping how the city is governed. Mini-Assemblies is a unique opportunity to learn, deliberate, and develop community-informed recommendations that will help guide the Charter Reform process.
The Commission has pledged to consider the recommendations that come from the Assemblies, so your recommendations can really make a difference in how LA operates.

Date: January 11, 2026
Time: 10am - 5pm. Light refreshments served starting at 9:45am.
Place: Democracy Center at Japanese American National Museum
The first group of participants were selected, but the application is still open for alternates.

What will the Assembly do?
Delegates will:
Learn about the Charter Reform process and gather information from experts, advocates, and fellow residents.
Deliberate together to answer a key charter question (share your priorities above).
Develop recommendations that will be shared directly with the Charter Reform Commission.
How does someone become a Delegate?
To be eligible:
You must be a resident of LA city.
You must be at least 16 years old (no prior experience or expertise required).
Complete the response form to the right to enter the anonymous lottery. These demographic questions help ensure the Assembly reflects Los Angeles’s diversity, so please answer as accurately as you can. Registration closes December 19.
40 Delegates will be selected at a zoom Lottery Selection event on December 21.
You will be notified by December 22 whether or not you are selected.
Key Information:
If selected, you will serve for the full day on January 11, 2026.
Lunch and refreshments will be provided.
A $20 stipend will be provided to help offset any costs to attend such as transportation/parking.

What kind of Charter does Los Angeles need for the 21st century?
We asked you this question, and you answered. Across all the feedback we have received so far, land use and housing consistently emerged as one of the top concerns for Angelenos.
ReWrite LA’s first Mini-Assembly on December 13 will explore a central question: How should the City Charter shape the way land use decisions are made in Los Angeles? Forty Angelenos, randomly selected to reflect the city’s diversity, will spend the day learning, discussing, and developing guidance for the Commission. To do this well, they need to understand what the wider public thinks.
